Public Impact -Opportunity Culture Friendship Public Charter School seeks technical assistance and professional learning to design and implement Opportunity Culture roles and school models. Public Impact is the one organization nationally qualified to provide this technical assistance. Public Impact originated the Opportunity Culture concept, has devoted ten years to developing and improving the approach, and has supported more than 500 schools in design and implementation. All districts pursuing Opportunity Culture with the help of a technical assistance provider have selected Public Impact without issuing a request for proposals because Public Impact is the only provider of this suite of services. Public Impact is a research and consulting firm with a mission to dramatically improve learning outcomes for all children in the U.S., particularly students who are not served well. Public Impact’s work is designed to contribute to improvements in the quality of education and related policy supports in the United States. The team includes professionals from many backgrounds, including former teachers. Public Impact’s Opportunity Culture initiative extends the reach of excellent teachers and their teams to more students, for more pay, within existing budgets. Teachers gain time to plan, collaborate and have more support, and students get personalized, high-standard instruction. During the 2022-23 school year, more than 600 schools across 55 sites are implementing or planning to design Opportunity Culture models, with more schools and districts being added each year. Public Impact originated the idea of an Opportunity Culture in 2009 with the publication of 3X for All. This paper outlines a vision for how schools can extend the reach of excellent teachers and their teams to more students, for more pay and within existing budgets. Instead of promoting excellent teachers outside of the classroom into administrative roles, Opportunity Culture disrupts the status quo by making excellent teachers responsible for more students, directly and by leading their peers. Since 2010, we have further developed the Opportunity Culture concept for practitioners by creating a series of publications, models, tools, and training. Our tools and guidance help district and school teams rethink use of current dollars and staffing structures to create highly-paid, sustainable roles that allow excellent teachers to reach more students directly and by leading teams. We prepare districts to use new hiring techniques shown to identify individuals who are highly equipped to succeed in these demanding roles. We help design teams create daily schedules to ensure multi-classroom leaders and their teacher teams gain time to plan and collaborate, giving everyone more support. We also deliver role-specific training before and during implementation to ensure that individuals in new Opportunity Culture roles are prepared to succeed. While other technical assistance providers offer services that relate to individual pieces of this work, Public Impact is the only service provider that provides this suite of assistance with a clear focus on extending the reach of excellent teachers to more students. Public Impact has staged two national Opportunity Culture Convening’s, attended by all current sites. We also select a set of Opportunity Culture Fellows each year, teachers in these advanced roles who are getting remarkable results with their students. Using input from the field, we have continued to develop the set of tools that support these and future districts and schools who establish an Opportunity Culture. This includes an extensive online toolkit as well as detailed, practical tools on specific issues such as recruitment, teacher and staff selection, evaluation system alignment, and training session for multi-classroom leaders In January 2018, a rigorous third-party evaluation found that students of teachers who served on teams led by multi-classroom leaders showed sizable, statistically significant academic gains. The team teachers were, on average, at the 50th percentile in the student learning gains they produced before joining a team led by a multi-classroom leader. After joining the teams, they produced learning gains equivalent to those of teachers in the 75th to 85th percentiles in math, and, in six of seven statistical models, from the 66th to 72nd percentiles in reading. This study meets evidence level two under the Every Student Succeeds Act, setting Opportunity Culture apart from many other strategies used in pursuit of school improvement. The study has been submitted for consideration to add Opportunity Culture to the What Works Clearinghouse. In September 2021, researchers from Texas Tech University report that students served by Opportunity Culture multi-classroom leader teaching teams achieved learning growth in the top quartile team wide, on average, according to their study of the Ector County Independent School District’s first Opportunity Culture year. Public Impact has applied Stanford economist Eric Hanushek and his colleagues’ method for converting effect sizes into years of learning to these results. While no such conversion is perfect, this method suggests that students achieved an extra 0.8 years of learning in reading and extra 0.3 years of learning in math. Public Impact created the vision for Opportunity Culture in 2009, holds the copyright for its materials, and is the only organization engaging all Opportunity Culture districts in the design and implementation of Opportunity Culture models. We have engaged partner organizations to help us with this work in response to various local contexts but remain the sole proprietor of the Opportunity Culture process, tools, and data collection. No other organization offers the full suite of Opportunity Culture design and implementation support. Public Impact is the only organization Friendship could engage to provide this support. The cost of the contract will be approximately $370,000.00 for Public Impact -Opportunity Culture.
